accel/tcg: Eliminate #if on HAVE_ATOMIC128 and HAVE_CMPXCHG128

These symbols will shortly become dynamic runtime tests and
therefore not appropriate for the preprocessor.  Use the
matching CONFIG_* symbols for that purpose.
